This is an extensive article that covers a lot of ground, perhaps trying to do too much. The goal of these articles is economy and precision of points so that the ethical implications of the topic jump out. Adding the legal casework may be a bit much.
But the writing style is headed toward true wiki writing. The structure of the article is pretty polished.
This article would benefit from some reverse engineering. By that I mean focusing on the ethical implications of smartphone location services and build the article out from these major points.
