Internet Censorship in Indonesia regarding the need to filter negative content on the internet, especially those with pornography, has surfaced again in the last few days. Especially after the Minister of Communication and Information, Tifatul Sembiring, ordered the Internet Service Provider (ISP) or internet service provider to carry out this filtering obligation.

Background

The difference is, this time accompanied by pressing the deadline for the next one month. However, it seems that until now there has been no understanding, let alone a technical meeting point in the implementation of effective screening between industry players who are subject to obligations and the government who wants this to happen immediately, given the greater impact felt by the community. Both parties seem to have to try to understand each other and open up opportunities for cooperation.

Basically, content filtering is a common practice and is practiced by almost all countries that utilize the internet. The aim is to protect the social order of society, norms and values ​​that are believed or adhered to by the state and nation and at the same time maintain that the industrial climate also runs in a conducive atmosphere.

Although in different ways and targets, most of the filtering carried out by these countries is aimed at content that is considered negative and or violates positive laws in force in a country. So that filtering of this content can be considered as an effort to ward off crime on the internet. [1]

There are some freedom support groups on the internet who fear intervention, whatever it may beits form against the will of the internet community is a violation of the right to freedom of speech and expression. [2] Even if it is done by the state based on positive law. In fact, all democracies in the world recognize that there is freedom of speech and expression but this right is limited by the rights of others. When other people or public interests are harmed, that freedom must still be limited and controlled.

Technical Understanding

And all countries that have used the internet have also agreed that a criminal act is still a criminal act, not part of the freedom referred to above. In fact, the repressive model of filtering internet content with a background of ideology and politics as well as national interests only occurs in a few (a small part) of countries such as China, Saudi Arabia, Iran, Myanmar, North Korea, Malaysia and several other small countries which are insignificant in number.

Internet Infrastructure

This is usually done by controlling the internet infrastructure as a whole to limit public movements that support separatism, openness and democracy and human rights that are against the interests of power and are considered to threaten national integrity, as well as preventing content that is considered universally negative (immoral, gambling, and others). However, this kind of internet infrastructure control policy also does not always have a negative connotation. Statistics show that on the other hand the control policy can actually improve the quality of access efficiency which in fact advances the nation itself. This is because the internet community is more focused on utilizing the internet as well as creating independence. The country is no longer dependent on internet services and content from other countries. [3] So that the potential and local internet economy grows rapidly.
