I see you have not written your blog post fully yet and hence it hasn't hit the 3000 words benchmark yet. So you might want to keep that in mind when you are writing your complete final draft. If you exceed the limit by more than a 100 words, try focusing more on the ethical implications rather than a couple of other topics you have.

Structure

In my opinion, the structure of your article seems pretty solid. You cover a wholistic range of topics ranging from the background of COVID to how the people of South Korea reacted to COVID, how government took steps and what implications that had on the life of the locals. You also talk about the impact of vaccination in helping curb the spread of COVID down. However, I see you haven't added that much content yet and so don't have those many references yet as well. But those are important to have. You may also want to refer to sources that talk with a neutral point of view as in sensitive matters like these sources tend to be somewhat biased due to multiple reasons e.g. anti-masks, anti-vaccinations, anti-government, pro-government etc.

Clarity

Since there isn't that much content added yet, I can't talk about clarity that much. But I would suggest making a separate section dedicated to talking about the ethical implications of your topic. I would again stress the fact you should keep in mind writing with a neutral point of view and not use the buzzwords like "claim", "effective" etc. without sources as the editor shouldn't incorporate their opinion into their article. I think although the pandemic is already a really important topic due to it's impact on every single person all over the globe in their financial conditions, health conditions, their cirumstances, their everyday choices etc. So you might want to mention that these reasons make the ethical implications of the topic really important to know adn consider.

Objective reporting

I think if you keep the above comments in mind, your article will make sure to report the ethical issues objectively. The stakeholders for your article are multiple and significant to including the government of South Korea. So you will want to search for references rigorously and make sure all your statements are backed by reliable, verified, and unbiased sources. In subsections for your ethical issues, you could try to present multiple perspectives e.g. from governments point of views, from civilian's point of view, businesspeople's point of view how it affected their livelihoods, students' point of views etc. You can also talk about how it was unethical or ethical given the circumstances and the reason for the steps.
